cleared by DNA but no pardon

i wonder what is going on here. according to this article, it seems that Arthur Whitfield was released from prison in 2004, after serving nearly 22 years of a 63-year sentence for two rapes that happened here in Ghent in 1981. the DNA evidence pointed to another man.

he has since requested a pardon from the governor but has not received one. the article describes how his life has fallen apart, including the fact that he cannot find a job due to being a registered sex offender and he has lmimted skills after serving most of his adult life in prison. this is a sad story, for sure. if he is innocent, he should receive a pardon and be taken off the list so he can move on.

what am i missing? is there more to the story?
